The Administrator is the highest administrative authority and is responsible for the proper financial functioning of the institution. He/She is the legal representative of “Qiriazi” University College for financial and administrative matters, in accordance with Law no. 80/2015.

The Administrator must hold a higher education degree, at least at the level of Master of Science in the field of law or economics, and have at least seven years of work experience in these fields.

The Administrator of the institution is appointed by the Board of Administration.

The Administrator may not exercise any other academic or administrative function.

The Administrator reports on his/her activity to the Board of Administration and to the Academic Senate, respectively regarding the fulfillment of obligations in financial and administrative matters, as well as in the academic field.

The Administrator carries out the following main functions:

• Prepares the draft annual budget, based on the proposals of the main units and basic units, in line with the institution’s strategic development plan and its medium-term budget plan;

• Proposes criteria for the management of financial and material resources, which are submitted for approval to the Board of Administration, and oversees their distribution and implementation;

• Monitors and controls the implementation of the annual budget of “Qiriazi” University College across its dependent structures;

• Implements all decisions of the Board of Administration and the Academic Senate related to financial and administrative matters;

• Submits to the Board of Administration and the Academic Senate a report on the institution’s financial activity at the end of each academic year;

• Cooperates with other authorities and structures of the institution on issues of daily administration;

• Appoints and dismisses administrators of the main units as well as administrative and support staff, in each case upon the proposal of the deans and with the approval of the Board of Administration;

• Fulfills the requests of the Rector, in order to meet the academic, administrative, and financial needs;

• Other functions of the institution’s Administrator are defined in the Regulation of “Qiriazi” University College.
